Possible to drag scrollbar thumb while on iOS?

Implemented newest version of Tinyscrollbar in an iOS web app and scrolling by touching the content works brilliantly, but is there a way to also enable the scrollbar to be draggable?

in the old version 1.66, it is the other way: you can drag the thumb & click scrollbar but but NOT drag the content http://juliabruns.com/links.html
