Flag colors and design

I assume we want to stay with circular "flags" to represent country and region codes.

Should the colors and designs follow official flags as closely as possible or should we apply our standard palette (once it's documented #86) and reuse existing designs as much as possible?

If there were too few colors in the palette, this would complicate a resolution for #77, though.

In particular, we could use the dragon :dragon: or dragon head :dragon_face: emoji (tinted red) for the Welsh flag. #59 We could also allow ourselves to have more freedom with all the Commonwealth flags that have the Union Jack in the top right and a hardly discernible emblem in the blue area, most prominently New Zealand :new_zealand: vs. Australia :australia:.

I'm in favor of applying our palette. I think with three or so shades per color we can achieve good looking results while staying consistent.

I'm not attached to the circular shape but as long as we are so few, we should keep it.

Also, should we enlarge and center emblems where they are the only distinguishing element, e.g. in the flags of Slovenia and Slovakia vs. Russia?

@Crissov I think enlarging and centering emblems is a good idea.
