Atom/RSS feed for newsletter

So that RSS reader users can subscribe to our newsletter and get updates in their reader.

Note we cannot use the front end code for this, we would need to generate this from Mailchimp either statically (and commit it into the repo) or dynamically on request. Mailchimp may offer this in some fashion.
