Add a module that allows "read-only" access to storage containers for retrieval modules & terminals

Essentially like a storage bus set to readonly mode

Would be useful for stuff like an automated cobble/stone generator that has an output chest - you'd want the items to be available to the network, but the network not to put additional items into that chest
