[Bug]: Smooth Black Quartz has no crafting recipe

Issue Description

Smooth Black Quartz blocks are available in JEI and the creative menu but when I press "r" to get the recipe nothing pops up. Additionally, regular Black Quartz blocks cannot be cooked in a furnace to get the Smooth variant.

Just checked AA v1.3.19 and it's still a problem. Also, the manual never unlocks more chapters than the base set, so the black quartz info isn't available there either.

That's because the manual is a WIP and doesn't have all the old pages ported over yet.
