[BUG] MSFv2 marker IDs not migrating on preferences load.

If a marker has an MSFv2 import ID (this normally indicates the marker was moved and the ID was updated to match), it is currently ignored and the marker is marked as not completed for the user.

Ensure marker completion migration works in this case.
