PLEASE MAKE AN OPTION TO ONLY LOCK CURSOR IN SCREEN WHEN WINDOW IS BEING DRAGGED!?!?

If im pressing control button and not dragging a window i cant move my cursor out the screen.

I would like a third option to only lock the cursor in screen when a window is being dragged.
