Add possibility to set plugin project status

Idea from @PerJensen

We could add an option for the plugin author to add a box that says, "This plugin is no longer maintained." I know you can edit the text and add it, but better if you just need to tick the a check box.

We could take this even further and add multiple different options, e.g:

• Looking for co-maintainers
• Looking for a new author
• Working on upgrade for Elgg 1.x
• etc.
