Add simple Dockerfile and instructions

This PR adds a Dockerfile that can be used to build and run an image that executes an example lm_eval command or custom commands as described in the README.

Related: #1746

Not quite sure it qualifies as 'closing' the above issue since this isn't a pre-built image - it requires building it locally
