[Suggestion] Limit number of storage sacs that can be carried

Describe the bug
As a mid-to-early-game storage item storage sacs are incredibly overpowered simply because you can carry effectively a full inventory of them, extending your carry capacity 15-fold before ever reaching the End for shulkers.
This is also pushed to ridiculous levels since full bundles can be put inside them (#121).
Expected behavior
Supplementaries has a clever system in place where you get "overencumbered" for holding too many (3+) of their early game storage sacks.
Something like that would help balance these items and restore some value to shulkers.

They also shouldn't stack!
