What?

An API-Method which returns the emergency.recover file.

Why?

It would be very useful for application builders (which are building apps on top of CLN) which are using the GRPC-Interface and want to build a Backup-feature. They can get the file via the API and e.g. create a backup on a different physical location.

@rustyrussell What's your opinion on this?

This might be a good idea so that third-party apps would be able to manage their emergencyrecover. Since it is encrypted, this won't pose any security threat as well.
