`invoice_payment` hook doesn't get replayed when lightningd is restarted

Unlike htlc_accepted, invoice_payment hook calls don't get replayed if lightningd is restarted without answering the hook RPC call.

So if that happens the payment will be pending forever and there is nothing to be done about it.
