Restore ability to link APBS with TINKER

We used to be able to link APBS with TINKER (http://dasher.wustl.edu/ffe/) which allowed us to do cool things like this: http://www.ncbi.nlm.nih.gov/pubmed/17411115

Unfortunately, after all of the build system upgrades, this linkage no longer works.
