Issue with upgrading wands

Minecraft version: 1.12.2 Wizardry version: 4.2.11 Environment: Server

Issue details: in the server config (and on each players configs) we changed the wand leveling to the legacy wand leveling, upon trying to level up wands with the books, we get the upgrading sound and the animation (the light that goes through the table) but the wands themselves dont get upgraded. Doing this in creative upgrades the wands just fine

This one obviously slipped through the net, apologies for the super long delay!

I cannot recreate this issue in my dev environment. With legacy wand levelling on, I am able to upgrade a wand with a tome of arcana just fine in survival mode without needing any wand progression.
