Add voltage factor line to config file

i want to change the voltage factor so 50v wires become 120v wires

This whole voltage tier system is going to get replaced at some point.

Once we port to 1.12, I want to convert to using cable thickness and insulation thickness, rather than tiered voltages like we have now. Machines would probably be at set voltage tiers (probably a config variable per machine?), but the voltages would be much more variable, and you would be designing the grid more realistically.
