[Bug] Charge Power not Respected

When handheld batteries are put into the chargers, they will charge a quickly as the handheld capacitors do. This is somewhat inconsistent as they have an apparently lower 'charge' speed but charge at the same speed per unit of energy as capacitors do. Battery packs and Capacitor packs will also all charge at the same speed as the other portables, even when attached directly to an overvolted 200V charger with 5 boosters. Clearly the game is taking the Charge Power stat as a quaint suggestion.
