Add Typescript binding

Feature Request

Description As a user of this library i would like to consume it from typescript so that i can build applications that target the browser.

this ticket is dependent on #20

This will need to be reviewed with the spec for 2.0 to make sure what bindings are needed.

Possible alternative: we have an implementation in pure TypeScript. Still needs work, but it appears to be sufficiently performant.
