Scoreboard can open when no game is active

What were you trying to do before the issue occurred?

Navigate the menu.

What happened?

I pressed tab, and a blank screen appeared

What did you expect to happen?

The scoreboard to not appear.

How can the issue be reproduced?

Please be as descriptive as possible.

1. Have no active game, while in the menu

2. Press tab.

To add onto this, after you have quit a game, it still shows previous players.

Cool. Also, there should be a way to toggle whether you see the big TAB menu when you hold tab, instead of tapping TAB twice
