Release Beluga to ROS 2 Kilted Kaiju

Feature description

ROS 2 Kilted Kaiju is out as of May 2025. We should follow the same path we've followed before with other distributions:

  • [x] Add a kilted dev container
  • [x] Augment our CI/CD pipelines
  • [ ] Release beluga to kilted

Implementation considerations

Whether a new source release is warranted or not is up for discussion. CC @glpuga @nahueespinosa.

I had to include navigation2 repository entry in kilted.repos for a proper docker build.

Uh, Nav2 maintainers announced the Kilted release early. https://github.com/ros/rosdistro/pull/46268 went in a few days ago. There will be a sync on Monday (see https://discourse.ros.org/t/preparing-for-kilted-sync-2025-06-16/44244). Let's have changes ready for when it all lands. Then we won't need to build navigation2 from sources anymore.
