Release Beluga 2.0 to ROS 2
Feature description
For Beluga to formally join the ROS ecosystem, we need binary releases on stable ROS distributions. This also means committing to stable release of Beluga itself, including feature freezes and QA around the time of ROS releases (May). Here we target ROS 2 Jazzy. Also heading for 2.0.0 considering that 1.0.0 is out already and #279 is reshaping how we use and think with Beluga.

tutorials on first release. Make sure to follow OSRF release schedule and to test Beluga against Jazzy packages on Ubuntu 24.04 (at least). See REP-2000 for more information on target platforms.
