Describe the bug Cannot Change Language Unless Changing System Language

To Reproduce Steps to reproduce the behavior:

1. Go to 'Setting'
2. Click on 'Genneral'
3. Tap on 'Language'
4. Click "Language"
5. Jump to System APP Settings, but there is no "Language" option to change
6. Unless you change the system language

Expected behavior In System APP Settings, there is "Language" option to change
