Setting: "Force loading rules on boot (despite crash conditions)" is not working on power loss

The setting on Heishamon V3.9 large "Force loading rules on boot (despite crash conditions)" seems to be not working on power loss. The rules get disabled nonetheless. This is (at least for me) easy to recreate by simply pulling the power supply loose and reconnect power again (no power from heatpump, but from USB power supply).
