reactivate help

There used to be a help button in Desktop.Taskbar which is easily reactivated. Nevertheless the help loaded has some issues:

  • clicking a hyperlink in the help always opens a new browser tab without actually loading the help
  • images do not load

might be connected to Edirom/Edirom-Online#232 if we e.g. decide to move help there

If we keep this functionality (my opinion, see https://github.com/Edirom/Edirom-Online-Frontend/issues/16) than we should search a location for the content and update and fix this.

Help button is reactivated in connected branch.

The links problem is ref. Edirom/Edirom-Online-Backend#14

We could create a separate issue to work on the help content
