What command did you run?
I have never come across this problem (or appdirs). I had no problem building CUBA now from scratch on Ubuntu (18.04), with docker-compose build --no-cache. It runs fine on localhost. In any case, I'll update of CUBA soon and that should sort out any potential issues.
docker-compose -f docker-compose.yml -f docker-compose.prod.yml up --build -d
