In swarm mode, can config a threshold of offline devices to call a pod restart

This issue is better to eg. if I have 5 devices connected with shifu in swarm mode, while 1st device is offline, we do nothing. while the 2rd device is offline and meet the trigger of re-start, the pod will reboot anyway. This should implement after #540
