feat: Flysky PL18U Support - v2.11

Flysky PL18U support:

  • KL Maps to encoder +/-
  • KR Maps to Exit, Enter
  • No hats mode is used

Ok, I think I finally clobbered the PL18U related issue I hit before... as well as some other nip and tuck for Flysky generally in cpn, so will merge if there are no code-related build failures
