Welcome message starts to load before volume setting is loaded

Current Behavior

Since 2.10 when powering on the welcome message briefly plays at full volume before dropping to the set volume.

Expected Behavior

Welcome message plays only at volume set.

Steps To Reproduce

Set welcome message. Set volume well below max (even zero) Restart transmitter

I've noticed this as well running Providence 2.9.2 on my X12s. Doesn't seem to happen every time though.
