feat: add battery strenth reporting to USB HID joystick

Inform the USB host about our battery strength when connected as a USB HID Joystick.

For example Ubuntu informs users if our game controllers battery is low:

Note: Systems typically read the battery information when the device is first connected and when the joystick is used by an application Some hosts do not update the information after a joystick is plugged in but not actually used .
