Increase the telemetry logging rate to 30hz

Is your feature request related to a problem?

Currently the only way to create a stick overlay for an fpv video is to either film your controller or use blackbox logging. Telemetry data contains the necessary data but telemetry sd card logging maxes at 10hz.

Describe the solution you'd like

I would like the option to log telemetry at a rate of 30hz for the ability to create smooth 30fps stick overlays via telemetry data.
