Weird button appearance when they are on the border of the window and hovered

FYI, I'm running on the dev branch

This is a result of how Steam renders its windows. It can't avoid the default Windows frame outline, so it just tries to draw over top of them. I'm not sure why it only affects elements on hover, but I'm not sure I can do much about it.
