[FEATURE] flag profile as inappropriate

Description

When we move to forms, the profiles will not go via a pull request, so we need a way for people to flag any inappropriate content

The basic admin section will need to be done first

Great idea, some thoughts to consider: What happens when a profile is flagged (it may take a few days to be reviewed, should they be auto-disabled during this time or stay live) On review of the flag, what should the admin actions be (are there levels (warn, block) or is the profile removed in all cases (or only the content?)) should there be an escalated (admin only) way to block new profile creation based on the GH user name should there be repeat offenses? How to track who flagged for follow up - most sites that have a way to flag inappropriate content, you will get an auto email or notification once it has been assessed/removed
