Noise generation with power-law frequency spectra

Implements the algorithm given by Kasdin (1995) for generating noise with power-law distributed frequencies (i.e. colored noise) for generating temporal variability in landscapes.

Still WIP on refactoring the temporal update API to be more clear and work with the new NoiseGenerator type
