Create a working group site for Open VSX Working Group

We'd like a site that can host working group content that can be updated without requiring a redeployment of open-vsx.org. Similar to https://adoptium.net/ or https://ecdtools.eclipse.org/. The current members and adopters pages would move here. The 'working group' link would point to this site. We'll need to decide on the URL, e.g. wg.open-vsx.org, open-vsx.org/wg, something else.

@chrisguindon We're ready to start thinking about this again. Should we manage this here or with a Gitlab issue?

Hi @chrisguindon, Hi @kineticsquid, For now, we have a few pages listed on https://open-vsx.org/members, but we'll likely revisit the topic more comprehensively with the working group. This will happen through the Program Plan follow-up process and by opening issues in GitLab. Accordingly, I’m closing this issue here.
