This PR adds a translation of "HOWTO.md" document in Malay (MY) language for the Free-Programming-Books repository and followed the file naming convention "HOWTO-my.md" as indicated. The document provides an overview of how to contribute to the repository and serves as a quick guide for both new and experienced contributors.

Why is this valuable (or not)?

This Malay translation of the "HOWTO.md" is valuable because it makes the repository more inclusive and accessible to Malay-speaking contributors such as Malaysian, Singaporean, and Bruneian. It lowers the entry barrier for new contributors by providing essential resources and guidance, and it enhances the overall user experience.

How do we know it's really free?

This is my personal open source contribution and does not involved any paid 3rd party services. Hence, it is free.

For book lists, is it a book? For course lists, is it a course? etc.

This is not a book or course; it's a translated document in Markdown format that serves as a guide for contributors especially those who speaks Malay language.

Sorry, which language code are we using here? My translation is not malayam. It's Malay language, spoken by Malaysian, Singaporean, Bruneian and many other southeast Asian countries. I used ISO 3166 code | MY for most of my translation works which is MY for Malay language.

My mistake, language code for Malay is ms. You are welcome to create translations for Malay using ms, but we will not merge them until we have resource lists for Malay. https://www.loc.gov/standards/iso639-2/php/code_list.php
