survival items move to gmc inventory upon dying

As the title says, when players who are op'ed die in the survival world, their items switch from the /gms inventory to the /gmc inventory. I'm not really sure what about being op'ed makes it work this way. I turned on keepinventory as a temporary fix but I'd like some help. :) I'm not sure what other information to include since i'm new here but I can reply with whatever you need.
