loading wrong gamemode upon initial join and /warp

hello, i and my players are experiencing a problem where upon first logging into the server (which offeres multiple worlds with multiple gamemodes, obviously) and lets say the player type /warp creative. they will appear in the creative world but in survival gamemode. once they leave that world and return once, the gamemodes will remedy. happens every time after the first log in.
