Cache Downloader skipping new icudata file because it has the same filename

While investigating why emscripten fails to build I noticed that the data file is huge.

This happens because icudata is not redownloaded by the dl-cache tool so it takes an old one (only having icu74) due to it having the same filename. Manually deleting the file from the cache solves it.

Any good idea for a solution?
