Provide an option in world configuration to use job change quests or instant change

As part of the JobSystem (#31), a good option that could be introduced is to allow server administrators to choose the job change strategy. The available strategies would be:

Strategy name	Description
Normal	The player has to do the quests to change the job
Instant	The player talks to the instructor to start a quest and its job is changed instantly
