Resumable downloads

Hi there,

we are considering the use of B2Share for service rather large files, the transfer of which may be interrupted at any time for any reason. Reasons may be network failures, client error, or issue #1583.

Resuming downloads would be implemented by supporting the HTTP Range header, which is currently ignored.

I would be very happy to see this supported, as almost any web server does nowadays.
