Implement the SWORD protocol

Either we accept SWORD protocol to publish records in a B2SHARE instance AND/OR we use something like BibSword to push B2SHARE records via SWORD to other repositories

Note that SWORD3 is under development and is significantly different than SWORD1/2 and matches quite closely the existing Invenio API. It's JSON-LD and fully REST and should be out in a matter of months. First drafts are already ready.

@thijscobben In order to help the next B2SHARE team we need to document the origin of these requests, i.e. who asked for them. Otherwise they will be in the same situation as we were a year ago when there was no way to prioritize issues or to validate specifications.
