community admin should be able to delete records

Record deletion implemented in v2.1.0, but only for superadministrator (i.e. B2SHARE service admin). https://github.com/EUDAT-B2SHARE/b2share/releases/tag/v2.1.0

Community administrators are not able to delete records.
