Can't get past running requirements&alerts

I've been trying to run epitweetr for over a week on 2 different machines and I'm getting stuck at pretty much the same point.

I have installed RStudio, JAVA 64-bit, Visual c++, taskscheduleR.

Req. & Alerts is running. Twitter authenticated. epitweetr database is showing 'stopped' even though the second cmd window is open. dependecies showing as running and other 3 columns show as scheduled. fs_loop and detect_loop are running in task scheduler.

I've tried restarting epitweetr/tasks/windows. and running everything manually in R I get a 'nothing to compact' loop at some point.

What am I doing wrong?
