Align SWEET with data.ign.fr ontologies

I've recently been working with @nfabadie to provide English translations of the IGN ontology resources specifically,

• Ontology of geometric primitives representing the shape and location of topographic features
• Ontology of the elements of the territory and its infrastructures of the IGN, and
• Ontology describing the administrative division of metropolitan France, the overseas departments, or the departmental community of Mayotte, represented as a hierarchy of OWL classes The idea here would then be to align with these resources as well as the Codes for describing coordinates reference systems consistently with ISO TC/211.

This is an exciting effort and I am looking forward to this data becoming more widely available. Thank you @nfabadie for your responses so far.
