funding metadata inconsistent

Acknowledging funding is an important capability to enable in dataset metadata (to help out program managers find products they have funded :) ) Currently the text in the dataset.md guidance document is inconsistent with the funder content in the example/full.jsonld. A pull request that would help immensely with this use case (https://github.com/schemaorg/schemaorg/pull/2618) has been languishing on schema.org since last June. Lets bug the schema.org editors @danbri to see if we can move this forward, and then update the guidance for funding in SOSO in the version we submit for endorsement.
