Optimize memory usage and cpu usage for Geoweaver

What is this PR about?

Optimize geoweaver's resource consumption and make it use less resources.

Geoweaver spawns too many theads, need to verify if all of them are necessary?

++++++++++++++++++++ Need to do profiling at function level for most frequently called APIs to test for performance + also perfrom a round of stress testing.
