Eulerian Kinematic wave change

Currently kwe_route use the method described in

Li, R.-M., D. B. Simons, and M. A. Stevens (1975), Nonlinear kinematic wave approximation for water routing, Water Resour. Res., 11(2), 245–252, doi:10.1029/WR011i002p00245.

Nothing wrong in this method, but may make sense to solve kinematic wave equation with the same as diffusive wave equation but with setting diffusivity to zero. This is describe in a tech-note. This way is much more consistent between diffusive wave and kinematic wave methods.
