Remove hcru testmod directory

In ctsm5.3 -- hcru datasets are already built and used by default in the CTSM namelist defaults XML file. Hence, the hcru testmod directory

cime_config/testdefs/testmods_dir/mizuRoute/hcru

Needs to be removed, and testlist updated to NOT use it.

The CTSM error you get with this is:
