Allow turning off pieces of mksurfdata_esmf that take a long time to generate

Connected with the desire to make it easier to create an NWP surface dataset: We want to allow turning off some things that take a long time to generate - such as the surface topographic variability and glacier elevation classes. We could have options to just use constant, pre-defined values for these.

It would still be good to do this in mksurfdata_esmf. We should evaluate if we do this for CTSM5.2 or wait for later.

Since we're not really supporting NWP applications at this point I'll close this as a won't fix
