Add FATES test that uses stochastic promotion/demotion

By default, FATES uses rank-ordered promotion and demotion sorting: https://github.com/NGEET/fates/blob/sci.1.88.5_api.42.0.0/parameter_files/fates_params_default.cdl#L1755

In FATES issue 1508 @mvdebolskiy brings up the idea of adding a test that runs stochastic sorting (ie a positive parameter).

With PR: #3570, this should be pretty straight forward.
