Bring in ctsm5.4.0 IC files for clm6_0

Add the new ctsm5.4.0 IC files for clm6_0 to the XML so they are used by default.

Definition of done:

  • [ ] 1850, 2000 f09 and ne30

This will be on the 5.4 branch tag that goes into the alpha07 tag @slevis-lmwg will make

For purposes of #3206 and this issue, include

  • yr-1850 ne30 /glade/derecho/scratch/wwieder/archive/ctsm53041_54surfdata_ne30_102_pSASU/rest/0081-01-01-00000 actually see #3206 for updated file to work correctly with urban.
  • yr-2000 ne30, generated by https://github.com/NCAR/LMWG_dev/issues/102 /glade/derecho/scratch/wwieder/archive/ctsm53041_54surfdata_ne30_102_HIST/rest/2000-01-01-00000
  • yr-1850 f09, generated by https://github.com/NCAR/LMWG_dev/issues/100 /glade/derecho/scratch/wwieder/archive/ctsm53041_54surfdata_snowTherm_100_pSASU/rest/0161-01-01-00000 actually see #3206 for updated file to work correctly with urban.
  • yr-2000 f09, use same as for yr-2000 ne30
